CALIFORNIA WATER SERVICE GROUP

Updated

Overview

California Water Service Group is a holding company in the water and wastewater utility sector. Through its subsidiaries, it provides regulated water services in California, Washington, New Mexico, and Hawaii, as well as water, wastewater, and related utility services in Texas and non-regulated markets. The company’s stated purpose is to enhance the quality of life of its customers, communities, employees, and stockholders by delivering quality, service, and value.[1][2] [1]

Products & services

California Water Service Group’s utility services cover the production, purchase, storage, treatment, testing, distribution, and sale of water for domestic, industrial, public, and irrigation uses. The company also supplies water for domestic and municipal fire protection; in some service areas, it collects and treats wastewater, including treatment for water recycling.[3]

Its non-regulated and contracted offerings include operating water systems for municipalities and other customers, operating private water and recycled-water distribution systems, meter reading, billing, laboratory services, and leasing sites for communication antennas. The 2025 annual report lists revenue from contract operations and maintenance, leases, design and construction, and meter-reading and billing, but does not provide product-level performance percentages.[3] [3]

Geographic presence

California Water Service Group operates across five U.S. states: California, Washington, New Mexico, Hawaii, and Texas. Its service areas include communities such as San Jose, Salinas, and Bakersfield in California; Sequim, Gig Harbor, and Olympia in Washington; Moriarty and Valencia County in New Mexico; and communities on Kauai, Maui, Oahu, and the Big Island in Hawaii. Texas operations include wastewater utilities in the Austin–San Antonio area.[1]

The company’s headquarters are at 1720 North First Street, San Jose, California. Its 2026 second-quarter filing presents the business as one aggregated reportable segment; state-level revenue shares are not provided in the cited filing.[12][13] [1]

Business segments

California Water Service Group reports **one reportable segment**, comprising its consolidated water and wastewater operations. The company aggregates its operating units because they provide similar services and operate in similar regulatory environments; management evaluates performance and allocates resources on a consolidated basis. Accordingly, the single reportable segment represents **100% of reported segment results**, and no official percentage breakdown is disclosed among operating units, states, or service types.[14][15]

The consolidated segment includes regulated utility operations through Cal Water, Washington Water, New Mexico Water, Hawaii Water, and Texas Water, alongside non-regulated water-utility and related services provided by CWS Utility Services and HWS Utility Services. Texas Water also includes regulated and contracted water and wastewater operations. These subsidiaries and activities describe the operating footprint, not separately reported segments.[16][17] [14]

Company history

California Water Service Company was founded in 1926 by Christopher T. Chenery, Thomas Hollis Wiggin, and George Lewis Ohrstrom. In its first year, it acquired water systems serving Chico, Visalia, Bakersfield, and Fresno, establishing the foundation of its California operations [20]. It expanded in the following decades, including through the 1931 purchase of Pacific Water Company, and became publicly traded in 1945 [21][22]. Later California growth included acquisitions such as Palos Verdes Water Company in 1970 and Westlake Water Company in 1983 [23][24].

The company began trading on the New York Stock Exchange as CWT in 1994; the group’s corporate history identifies 1996 as a parent-company milestone [25][26]. It expanded beyond California around the turn of the century, completing the Dominguez merger in 2000 and establishing water-service operations in Washington, New Mexico, and Hawaii between 1999 and 2003 [27]. In 2021, it formed Texas Water Service through a partnership with BVRT Utility Holding Company; the group marked its centennial in 2026 [31][32]. [20]
