ACS, Actividades de Construcción y Servicios, S.A., is a Spanish public company and the parent of a global infrastructure group. The group develops, finances and operates engineering, civil engineering and construction projects, while also pursuing newer infrastructure-related solutions linked to the energy transition, digitalisation and smart mobility.[1][2]
ACS is organised around major businesses that include Turner, a large contractor in North America; CIMIC in the Asia-Pacific region; Engineering and Construction activities built around Dragados, Hochtief and Flatiron in Europe and North America; infrastructure concessions through Iridium and its investment in Abertis; and other activities such as real estate, renewable energy, water, maintenance and assistance services.[3][4][5][6][7][8] Its geographic footprint is concentrated in the United States, Australia, Spain and Germany, which together account for about 88% of sales, and North America is its largest regional market.[9][10] In 2024, ACS reported revenue of €41.6 billion and 157,284 employees at year-end.[11][12] Strategically, the company emphasizes investment in traditional and next-generation infrastructure shaped by digitization, energy demand and demographic change, alongside operational efficiency through integration, resource rationalization and simplification.[13][14] [1][2][3][4][5][6][7][8][9][10][11][12][13][14]
Products & services
ACS’s offerings are predominantly project-based engineering, construction and infrastructure services. Through Turner, the group provides comprehensive contracting services for projects of all types and sizes in North America and internationally, with specifically identified end markets including data centers and electric-vehicle battery plants.[3] In its Engineering and Construction activities, ACS groups Dragados, HOCHTIEF’s construction and public-private partnership activities in Europe, and Flatiron’s civil engineering operations in North America, indicating a service portfolio centered on major construction, civil works and PPP delivery rather than branded manufactured products.[15]
In mining and industrial services, ACS’s CIMIC platform includes Thiess, which the company describes as one of the world’s leading diversified providers of mining services, with activity based on long-term, low-risk contracts.[16] Named specialist offerings include Pybar’s underground metal mining services in Australia and Novopro’s engineering and metallurgical services, whose core specialization is project development and operational optimization in mineral processing for lithium, potash, salt, magnesium and soda ash projects.[17][18]
In infrastructure, ACS’s Iridium unit develops and operates transport concessions through either direct construction models or PPP structures, with ACS participating across the full concession value chain from project design and financing through construction, start-up and operation.[19] The group also owns Skyports, whose offerings include ownership and operation of vertiports, sustainable air-mobility infrastructure, and drone services such as offshore medical deliveries, energy-asset deliveries and linear-asset inspections.[20] ACS states that these concession investments are mainly in transport, energy and environmental infrastructure and are commonly financed with limited-recourse project finance backed by project cash flows.[21] Typical contract durations are 1 to 5 years for construction, up to 10 years for maintenance, construction and services, and up to 30 years for concession construction and operation.[22] Based on 2024 external income, Turner contributed 46.3% of revenue, CIMIC 24.5%, Engineering and Construction 22.8%, Infrastructure 0.4%, and corporation/other activities 6.0%; those other activities include comprehensive maintenance services for buildings, public places and organizations, assistance to people, insurance and reinsurance, and renewable energy and water assets.[23][24] [3][15][16][17][18][19][20][21][22][23][24]
Geographic presence
ACS is headquartered in Madrid, Spain, but its business is predominantly international: in 2024, 91.3% of revenue came from foreign markets and 8.7% from the domestic market. By customer geography, North America accounted for 61.1% of group revenue, Asia Pacific 24.1%, Europe 14.0%, and South America 0.7%.[1][25][26][27]
The company’s revenue is especially concentrated in the United States and Australia. In 2024, the United States represented 57.0% of revenue and Australia 21.2%, followed by Spain at 8.7%, Canada at 3.9%, Germany at 2.4%, the United Kingdom at 1.2%, and Poland at 0.9%; ACS also notes that Spain, Germany, Australia and the United States together account for about 88% of sales.[28][29][9]
Its segment footprint is likewise regionally distinct: Turner is centered on North America, CIMIC on Asia-Pacific, the Engineering and Construction activities combine Hochtief in Europe with Flatiron in North America, and the infrastructure/concessions business has its greatest exposure in Europe, Latin America and North America. This is reflected in 2024 segment revenue by region, with Turner contributing 46.3% of group revenue mainly from North America, CIMIC 24.5% mainly from Asia Pacific, and Engineering and Construction 22.8% split largely between North America and Europe.[30][31][19][27] [1][25][26][27][28][29][9][30][31][19]

ACS’s current reported operating segmentation (2024) is five-part: Turner, CIMIC, Engineering and Construction, Infrastructure, and Other. Turner covers general contracting and project delivery, primarily in North America, with exposure to areas such as data centers and EV battery plants; CIMIC covers construction, services and PPP activity in Asia-Pacific, including Thiess’s mining operations; Engineering and Construction includes Dragados, Hochtief’s European construction/PPP activities, and Flatiron’s civil engineering work in North America; Infrastructure comprises Iridium and the 50% stake in Abertis, focused on transport concessions and the PPP value chain; and Other includes real estate, renewables, water assets, maintenance services, assistance to people, insurance/reinsurance, and corporate items [32][30][31][33][19][34]. Based on 2024 external income, Turner contributed about 46% of revenue, CIMIC about 25%, Engineering and Construction about 23%, Other about 6%, and Infrastructure less than 1% [35].
ACS has also used a broader legacy segmentation. In 2023, it reported Construction, Concessions, Services, and Corporate and others. Under that framework, Construction included Dragados and Hochtief (including CIMIC and Turner), Concessions included Iridium and the Abertis shareholding, and Services included Clece [36][37][38][39]. On that 2023 basis, Construction represented roughly 93% of revenue, Services about 5%, and Concessions and Corporate/others each around 1% or less, showing how the older presentation grouped most of the group’s contracting activity into a single dominant segment [40]. Company history
ACS, Actividades de Construcción y Servicios, S.A., was created in 1997 through the merger of OCP Construcciones and Ginés Navarro Construcciones, and Florentino Pérez has served as president since that year.[41][42] A major early milestone came in 2003, when ACS merged with Grupo Dragados, a deal that the company’s later reporting describes as the merger with the Dragados Group in 2003 and that was formally approved in October 2003.[43][44]
The group’s international expansion accelerated in 2011, when ACS increased its holding in Hochtief to a majority stake and began fully consolidating the German construction company.[45][46] Another important milestone followed in 2018, when Hochtief’s takeover bid resulted in the acquisition of up to 98.7% of Abertis and the toll-road operator was delisted, giving ACS a direct and indirect interest in the business.[47][48] [43][45][46][47][48][41][42][44]
